Compliance

Turn compliance into
a number you can watch every day.

Every site carries a 0–100 Compliance Confidence Score with a letter grade, rebuilt from TLS test records, uploaded documents and open alarms. Every point you lose is itemized, dated and traceable back to the requirement that lost it.

How the score is built

Three inputs, one number, nothing hidden

The Compliance Confidence Score is not an opinion and it is not a checkbox count. It is arithmetic over records the platform already holds — and you can open every point of it.

01 / INPUT

What goes in

Three sources, weighted against the requirements your site actually carries. Two of the three arrive on their own.

  • TLS test records CSLD and line leak results arrive from the console itself. Nobody types them in, so there is nothing to forget.
  • Document uploads Annual inspections, third-party certifications, reconciliation ledgers. Filed against the requirement they satisfy.
  • Open alarms A live alarm is a compliance fact, not just an operations problem. Open alarms pull the score down until they clear.

Tank telemetry is what makes this automatic — see tank monitoring.

02 / DEDUCTION

Every point has a reason

Deductions are itemized, not aggregated. Each one names the requirement it came from and carries a severity.

  • low Filed late, filed sloppy
  • medium Open alarm, ledger rejected
  • high A required test never ran
  • critical Certification lapsed or absent
03 / HISTORY

The score keeps its receipts

Each recalculation is retained. A site that slides from 94 to 78 over four months is visible as a trend line, not as a surprise at inspection.

  • Grade at each point

04 / REVIEW

When the engine is unsure, a person looks

Some things do not resolve cleanly — a document filed against the wrong requirement, a test result that reads as valid but is not, a state form with an edge case. Those raise an open review flag on the site. The flag stays visible to you, and the ManageSync team reviews it and resolves it. You always know why a number moved.

Requirements

The checklist writes itself from the site profile

Tell ManageSync what the site is — tank count, line count, whether CSLD is in use, what leak detection it runs, which annual obligations apply — and the requirement matrix generates itself. No spreadsheet to maintain.

Monthly & annual

Four every month. Two every year.

Monthly: the tank CSLD test, the line leak test, the walkthrough inspection and the reconciliation ledger. Annual: the annual inspection and the third-party certification. Each one carries a real status, not a green tick — pass, fail, no test, incomplete, invalid, alarmed, missing or needs review.

Compliance schedules chase the work

Each site carries its own monthly and yearly obligations on a schedule. A reminder sweep runs daily against every open obligation and deduplicates per cycle, so a site that is already three days late does not generate three identical warnings.

  • Monthly and yearly obligations, per site
  • Daily reminder sweep across the portfolio
  • One reminder per obligation per cycle

A missed requirement becomes a work order

Generate work orders straight off a site’s compliance schedule. The obligation that was slipping becomes a dispatched job with a technician against it, and the requirement closes when the job does.

Walkthrough wizard

The monthly walkthrough, done on a phone, filed as a signed PDF

The technician does not carry a clipboard and does not re-key anything later. The wizard is rendered directly from the published field mapping of your state’s form, so what they answer on the phone lands in the right box on the right PDF.

  • Rendered from the published PDF field map — not a re-typed copy of the form.
  • Per-tank question grids. Pass, Fail or N/A for every tank, on one screen.
  • Photo attachment on any line item, appended to the finished PDF.
  • Drawn e-signature, captured on the phone the technician is already holding.
  • One-submission lock. Once it is filed, it is the record.
  • Continuation sheets generate automatically past five tanks.

State form templates

Published per state. Versioned like software.

Each state form is a platform-master PDF template with a field map, moving through draft, active and retired. Contractors can hold their own override of a template where they need one, and state seal assets are carried on the template itself so a filed form looks like the form the state expects.

  • Platform master

One authoritative template per state, held centrally.

  • Draft / active / retired

Only an active version can be rendered into a wizard.

  • Contractor overrides

A contractor can carry its own variant where required.

  • State seal assets

Carried on the template and stamped into the output.

A note on scope: ManageSync tracks, scores and files the record. It does not certify a site and it does not stand in for a regulator. State programs differ, templates are published state by state as they are mapped and checked, and operators remain responsible for their own regulatory obligations.

Regulator role

Give the inspector a login instead of a banker’s box

Regulator is a first-class role in ManageSync. It is read-only, it is scoped to the specific sites you assign, and it can reach exactly one screen: the compliance page. Nothing else in the platform exists for that account.

We have not found this anywhere else in the category. Everyone else asks you to email a folder of scans. This is a permission, granted and revoked by you, with the same record the inspector would have asked you to assemble by hand.

Can

  • Open the compliance page for the sites they are assigned
  • Read the confidence score, the deduction list and the score history
  • Open every filed walkthrough PDF, certificate and test record
  • Pull the entire compliance record as a single ZIP

Cannot

  • See work orders, estimates, invoices or any pricing
  • See any site they were not explicitly assigned
  • Edit, upload, comment on or delete anything
  • Reach any other page in the application
Records

The whole file, in one place, in one download

Compliance documents live in a virtual file tree, grouped by document type and sync date. When someone asks for the record, you do not assemble it — you export it.

One ZIP, the entire record

Bulk-export a site’s complete compliance record — filed walkthrough PDFs, test records, certificates, ledgers and permits — as a single archive. Admins can pull it, and so can a regulator you have granted access to.

  • Archived, never quietly deleted
  • Grouped by document type on export
  • Available to admins and assigned regulators
Questions

Straight answers on compliance

Which states do you have forms for?

State walkthrough forms are published as platform-master PDF templates, one per state, and each template is versioned through draft, active and retired. The wizard is generated from the field map of the active template, so a form only goes live once it has been mapped and checked. We are adding states as we publish them — ask us about the states in your portfolio and we will tell you plainly where they stand.

What happens when a requirement is missed?

The requirement flips to its real status — no test, incomplete, invalid or missing — and the score takes an itemized deduction with a severity of low, medium, high or critical. The letter grade recalculates, and the compliance schedule keeps the obligation open. A daily reminder sweep chases it, deduplicated per cycle so the same nag does not go out twice, and you can auto-generate a work order straight off the schedule to get it closed.

Who reviews the flags on my score?

The ManageSync team. When the score engine cannot resolve something on its own — a document that does not match its requirement, a test result that looks wrong, an edge case in a state form — it raises an open review flag. That flag sits on the site until a person on our side reviews it and resolves it. You see the flag and its resolution; you are not left guessing why a number moved.

Can my state inspector or third-party auditor get access?

Yes. Regulator is a real role in ManageSync: a read-only membership scoped to specific sites that can only reach the compliance page. A regulator sees the score, the deductions, the requirement matrix and every filed document, and can export the whole record as a ZIP. They cannot see work orders, invoices, pricing or any site you did not assign them. You grant it and you revoke it.

Does this replace my compliance consultant?

No, and we would not claim it does. ManageSync is the record and the early warning — it keeps the file complete, tells you which requirement is short and shows you a site drifting weeks before an inspector would. Interpreting your state program and standing behind your filings is still work for you and your consultant. Operators remain responsible for their own regulatory obligations.

Where do the test results come from?

Directly from the tank gauge. ManageSync holds a TCP connection to Veeder-Root TLS-350, TLS-450 and TLS-450PLUS consoles and polls them every five minutes, pulling CSLD results, line leak results, alarm history and in-tank status. Those records feed the score with no manual entry, which is why the monthly test requirements close themselves.
